Paraguayan banks underwrite paper, not vibes. The paper is your IVA record, it takes six months to exist, and the ladder starts the day your cédula arrives.
Day one
Itaú, online. The application works with just the cédula. One friction point for the self-employed: the form insists on an employer. Push through, the account opens anyway. Itaú matters because Personal Bank, the tier with the Amex Platinum, is the crown of the ladder. Ueno, in person, same day: the branch trick, cédula only, twenty minutes.
Same week
GNB’s prepaid card, given away with zero requirements. It exists in your file for one purpose: building antecedentes. Free history is free history. And the accountant meeting: RUC, IVA registration, monthly filings with foreign income declared exempt. Ask the IRP question in the same meeting; for many profiles it makes the file stronger, and the accountant should call it.
Months one to six
File IVA monthly, no gaps. Banks read the declared six-month average, and lumpy income passes at most banks: a huge month and five quiet ones still clears the bar, with one exception that prefers steadiness over spikes. Declared and tracked beats large and mysterious, every single time. At month one, take Ueno’s basic card when offered (it feeds the score), and skip the bank whose compliance treadmill never stops; the market is competitive, spend your patience where it pays.
Month six: the doors open
The Itaú Personal Bank gate opens after six months of declarations (an early path technically exists, but the process is exhaustive, rejection odds climb, and a rejection sits in your file; run the six months). The Ueno Black gate wants proof of income around $10,000 a month or a certificate of deposit around $50,000, and the same bar unlocks the higher discount tiers, so the number does double duty.
What the cards actually pay
40% off at a long list of supermarkets on the Black, up to ₲1,000,000 back a month. 20% at good restaurants every day on the Amex, 40% at the right steakhouse, and your age as the discount on your birthday. Fuel plays that make one tank a month free. The maintenance fees repay themselves in the first month or two of discounts; the rest of the year is pure margin. And the insurance swap: ask your officer to waive card fees in exchange for contracting insurance with them. They agree more often than you’d expect.
